Two big developments recently emerged in the Moving to Work (MTW) demonstration, as the U.S. Department of Housing and Urban Development (HUD) continues to expand and refine the program. Uncover how small public housing agencies (PHAs) can now take advantage of the MTW program --- and how HUD has created a MTW PHA Plan Supplement.

Expect 4 Cohorts of Additional PHAs

Background: The MTW demonstration program allows PHAs greater flexibility in designing their Housing Choice Voucher (HCV) and public housing programs, while encouraging housing choice and self-sufficiency among low-income families. Under the MTW program, participating PHAs develop unique self-sufficiency strategies tailored for their community’s needs to improve upon the standard one-size-fits-all approach to assisted housing.

MTW PHAs also enjoy the option of streamlining their administrative procedures for a more efficient and cost-effective program. Currently, 39 PHAs participate in the MTW program, according to an Oct. 15 HUD press release.

Outlook: In 2015, HUD expanded the demonstration program to an additional 100 PHAs over a seven-year period, divided into four cohorts. HUD will evaluate specific policy changes through the cohorts:
