Provision does, in fact, place obligations on property owners, appeals court ruled

When Property Changes Ownership

Background: In 1982, Florence Hayes and her son moved into a duplex unit that was part of Washington Square East, a project-based Section 8 development in Philadelphia. Hayes lived in the unit until she passed away in 2015. Hayes’ granddaughter, Aqeela Fogle, moved into the unit in the 1980s and continues to reside there with her three minor children.

In 2008, the then-owners of Washington Square East, Pine Street Associates (PSA), notified their tenants that they decided not to renew their project-based Section 8 contract with the Philadelphia Housing Authority. The letter stated:
